Published the limits as a public table
Hypothesis, recorded before shipping
People hesitate to let anything automatic change their website because the limits are usually vague. Publishing exactly what is and is not allowed should settle more of that hesitation than any amount of reassurance.
Fourteen kinds of change, each marked with who decides it, how quickly it can be undone, and what sets it off in the first place.
Six happen automatically. Six need a person to approve them. Two are never allowed at all: anything touching prices, guarantees, legal wording or claims about the business, and anything touching the settings that control whether Google shows the site.
That last group is the point of the whole table. Something that could change what a business charges, or could remove it from Google with one wrong setting, should not exist — however well it performs the rest of the time.
